Not only did it possess the firepower of a standard missile cruiser, but it also had excellent anti-submarine capabilities, outstanding single-ship cruising ability. It didn't need to rely on carrier aircraft or an escort fleet, with even just one Kiev-rank able to have good survival capabilities.

Judging a cruiser by aircraft carrier standards is of course unqualified.
